I am translating Minutes of a meeting of shareholders:
"...que a presente proposta constitua um passo necessrio realizao da referida arbitragem e que no estaria pendente de qualquer juzo de oportunidade"
Explanation: Translation of your piece might looks as follows:
..in order for the present proposal to constitute a necessary action (step) to realization of the reffered (mentioned) arbitrage (court hearing) and would not be pendent due to whatever (casual, occasional) court (or a court chosen by opportunity)".
So, they give an idea concerning a certain (present) proposal (of theirs or a third party), which could form a necessary step (to bring the case to court hearing) in order to avoid, say a casual judgement.
Here, in saying "oportunidade" they mean the opportunity of a certain another party. I think it has a kind of irony directed to enemies of this proposal or authors of some previous different proposals.
