Many thanks. Most helpful cos it was a tricky one and will do nicely altho' the translation has gone in with something like possible proceedings!

6 hrs
casual court , a court seizeing its opportunity

Explanation:
Translation of your piece might looks as follows:
..in order for the present proposal to constitute a necessary action (step) to realization of the reffered (mentioned) arbitrage (court hearing) and would not be pendent due to whatever (casual, occasional) court (or a court chosen by opportunity)".

So, they give an idea concerning a certain (present) proposal (of theirs or a third party), which could form a necessary step (to bring the case to court hearing) in order to avoid, say a casual judgement.
Here, in saying "oportunidade" they mean the opportunity of a certain another party. I think it has a kind of irony directed to enemies of this proposal or authors of some previous different proposals.

Sincerely yours,
Dr. TSTagirov

1 day 14 hrs
court judgement in due course

Explanation:
A liitle more context would have been helpful, but it's clear we're talking here about arbitration (NOT arbitrage, which is making financial gains on the difference between the bid and offer prices of stocks and shares).
"... that this proposal is a necessary step in achieving/bringing about the (mentioned) arbitration, which would avoid having to delay matters by waiting for a court judgement in due course".
