Should I say "a ten thusand Escudos fee" or " a fee of Escudos ten thousands"

In my opinion you should translate either as
a fee of ten thousand Escudos
or
a fee of PTE 10000

depending on the type of document you are translating.
For Reports and Accounts for example you should use the second one, but usually I would go for the first one.

Explanation:
It is a penalty. Fee is mostly used for just payment for some work "done" (deserved). Here it is a penalty, a punishment - in England we say "fine" (multa), or "the fine for this offence is ten thousand escudos" - or "he was fined in ten thousand escudos", etc.
