This appears in stamped text at the bottom of a document with a breakdown overtime pay (from Brazil). Before it is a company name and then after is the company's address. Above the stamp also has the HR manager's signature, its name, company name and department (Departamento Pessoal).
Normally I (would expect to) see "Direçâo" (or similar wors) in this part, so I'm thinking that Prêdio Administrativo could be the office in charge of managing the building.
