The question that I have is the word "reopção". Does this mean "admissions retest", in the sense that the candidate was required to take the admissions test/qualifying exam a second time?

The university in question is the Universidade Federal de Alagoas, specifically the School of Social Communications and Journalism. The phrase appears on an Official School Transcript.
