I think you're right on the money. : )
In my opinion, what they're saying is that the workers are about to lose one of their ways of making more money which is to work overtime. That is the only way that 'perdas' make sense with 'aumento da carga horária' here.
Especially if your document is about how outsourcing is undermining the benefits gained by workers, as you say.
'contexto da flexibilização', in my opinion, means 'in terms of exercising the rights/options' of the workers.
