Portaria de Alimentos embalados (Ministerio da Saude) - would this be best translated as legislation?

Explanation:
A "portaria" is not legislation in the sense of a law passed by Parliament, but an Order made by the Government within the scope of primary legislation (i.e. the primary legislation - presumably on food hygiene in this case - empowers the Government to make detailed Orders for specific cases). I usually find Order or Government Order fits the bill (as opposed to Despacho - a Ministerial Order.
