The stamp details that are visible:

22º Tabalião de (Notas ?) (da Capita...?)

Then Bal or maybe Bel appears a couple of times, (followed by people's names and the word 'tabelião')

Then a sentence as follows:

Autenticacão: Autentico (...?...) grafica conforme ao original (...?...) que dou fe

This is the part to which this second question refers:

Next comes the place and date, then three little boxes followed by what looks like people's names (but very fuzzy, and different from those above), followed by fuzzy letters , maybe ESC (?) with the rest illegible (escrivá?).

The stamp terminates with this declaration: VALIDO SOMENTE COM O SELO ... AUTENTICIDADE

Since this is a police document, ESC. shall stand for ESCREVENTE, not Escrivão, who would be the Notary Public.

Bel. = Bacharel (someone who has a degree in Law).
Tabelião de Notas da Capital.

The peoples' names are different probably because these are only initials, not full signatures.
