This appears on a stamp on a birth certificate. I know what the idea is and I know that tabelionato is a notary's office, but I'm not sure of the best English translation.

Notary's official stamp


Explanation:
Official stamp, é o que costumo traduzir quando é um "selo branco". Aqui, em Portugal, onde a burocracia é muita, os notários apõem nas certificações dois tipos de carimbo: um de borracha normal e outro que é o selo branco(em relevo).
Como é evidente, as sugestões dos colegas estão certas. Mas pode ser que esse certificado tenha estes 2 carimbos.
