Portuguese term or phrase: long, complicated, repetitious sentence
...quando negada a extradicao..., sao solicitados ao Estado requrente os elementos necessarios para se instaurar ou continuar procedimento penal contra a pessoa reclamada pelos factos que fundamentam o pedido.

It's a matter of sentence structure, rather than vocab. the word 'pelos' near the end is particularly confusing.
