Are these mssions military or simply visits for afternoon tea? Where is Peterburg (Russia I think, but I get confused with all the renaming there..

I was really confused by this too -- I have no idea what Petersberg (sic) missions are. I am not even sure they have anything to do with Russia, as I believe they spell their Petersburg with a U, but I could be wrong. Thanks for making some sense out of that phraseology!
