I don't know a good way to translate the idea in neat phrase. Check the link below, which explains the idea. Basically, in a given "circulo uninominal" the candidate is voted on, not the party list, and the winner is automatically elected within the larger multi-representative district, independently of the position he/she occupies on the overall party list of candidates for the larger district. Explanation:
Tradicionalmente, os deputados portugueses são agrupados em "círculos eleitorais", coincidentes com as áreas dos distritos, elegendo cada círculo N deputados (4 em Vila Real, 11 em Leiria, etc.) Os partidos apresentam listas com este número de candidatos. São atribuídos lugares a cada partido segundo a percentagem de votos obtida no círculo eleitoral.
A proposta de círculos uninominais visa redefinir os círculos, para que em cada círculo só haja 1 deputado, pelo que na prática se passa a votar nas pessoas, mais do que no partido.
Este sistema é já o utilizado na Grã-Bretanha: vota-se no partido, mas elege-se, na prática, uma pessoa.
