Portuguese term or phrase: "teima que vai" and pezinhos de lä
A ria Formosa, que não passa pela cabeça de ninguém de bom-senso ver diminuída dos deus inúmeros valores, está a ser abocanhada pelo velho sistema português do "teima que vai". E já se sabe para o quê: prédios, marinas, etc. Por vezes, com espertezas saloias e pezinhos de lã .... de que se trata apenas dumas obrazinhas portuárias para defender os pobres e escassos pescadores etc etc.

"teima que vai" is a variant on "água mole em pedra dura tanto bate até que fura". An awkward variant, I must say.

esperteza saloia - that which a smart alec possesses: a silly/smart trick. Usually derrogative, meaning "smart, but not smart enough".

pezinhos de lâ - Can't think of an identical English expression, but it means "to be discreet", more precisely, to take small, unoticed steps that go unnoticed, avoiding confrontation... Until you reach your goal.
