A paper is a topic to be presented for a conference or academic purpose to introduce new ideas.
A bulletin is for the issue of urgent news or new procedures.
A leaflet is usually for commercial products but can used for political and academic topics for new concepts.

I've heard english writers refer to shorter books of theirs as pamphlets. It was a bit comfusing for me also because we portuguese tend to always call "flyers" as "panfletos". So most likely "folhetim" in this context is meant to mean "pamphlet."
I've never seen or hear the term feuilleton being used.

Explanation:
taking it to correspond to the Spanish 'folleto'. From my knowledge of Lope de Vega 1562-1635.

I started writing this before seeing comment from GFST including it hence following comments. I feel that a leaflet is too thin for such a context. Also, in a non-literary context, leaflets have very much a marketing connotation in modern day parlance so I would want to consider whether 'leaflet' would suit the readership of your translation. Ditto with bulletin i.e. it feels quite modern which to my mind can have a university/college connotation and feels more U.S. English (which may be relevant to your Brasilian context depending on your readership the period the author lived/was writing in I guess but it still doesn't feel that literary to me) I have tried to find you a Lope de Vega related link but the ones I've found are too long and complex to paste.
All that said, my Portuguese - English dictionary does render folhetim as feuilleton and I know feuilleton can be used in a literary context, so depending on your context I would bow to that possibility. I think it would also be worth considering whether your writer could have written 'manifesto' style pamphlets, i.e. that might be seen to be 'political' within his/her literary field. My hand held Oxford Reference Dictionary renders "pamphlet" as "a small usu. unbound booklet or leaflet containing information or a short treatise. [ME f. Pamphilet, the familiar name of the 12th-c. Latin love poem Pamphilus seu de Amore]. Same dictionary "feuilleton: 1) a part of a newspaper etc. devoted to fiction, criticism, light literature, etc. 2) an item printed in this. [F. = leaflet]". The same dictionary renders the English "leaflet" as " a sheet of (usu. printed) paper (sometimes folded but not stitched) giving information, esp for free distribution". Which confirms my sense that a leaflet is too short for this context. Apologies for long-windedness. I am interested in the topic and such interest does that to me!

I guess also the Oxford dictionary definitions and wikipedia link given for feuilleton show it is part of something else i.e. newspaper etc. whereas 'pamphlet' can stand alone. Any chance your context shows you which is more likely? The period of the writer may help with this too.

For any Spanish speakers reading, I have since been told that folhetim most likely links to the Spanish folletín (not folleto as I previously assumed) also making feuilleton the more likely answer. The rest of my comments still hold as written.
