The context indicates they're referring to a male ("muito caseiro"). As far as "homemaker", in EN-US it seems to have a slightly different connotation: "one who manages a household especially as a spouse and parent", according to Merriam-Webster. Reverso shows "(pessoa) do lar" and "dona de casa" as possible translations for "homemaker". Indeed, the meme "bela, recatada e do lar" (attributed by Veja magazine to Brazil's "first lady" Marcela Temer) became in English "a beautiful, demure housewife":
