Portuguese term or phrase: sob condição
CONSIDERANDO, que Sua Excelência Reverendíssima Mons. Dom [ ] tem duvidas...requer ao Patriarca do Patriarcado [ ] nova Sagração Espiscopal **sob Condição;**

DECRETAMOS
Que seja conferida à Sagração Episcopal **sob condição** a Sua Excelência Reverendíssima Mons. Dom....

I realize this "sob condição" can be translated as "under [the] condition [that]," but I wonder if, in this context, it might not mean something else (such as "unconditionally").

conditionally
Explanation:
This document seems to be from a church that is not recognized by the Roman Catholic church but that keeps its style and structure. Someone is already a consecrated bishop, but an authority has doubts about the validity of that consecration (or ordination, is it is usually called in the Catholic church these days) and so they are going to consecrate him conditionally.
