Is this "should not exceed 5 for each one"?
Is it really this straightforward or am I missing something?

The P-1 computes V.S.W.R. whenever RF is present on a given channel. The formula used is: (...)
An ideal situation would be one where there is some forward voltage and zero reflected volts. In this case, the V.S.W.R. would equal 1.0:1 (FORWARD+0/FORWARD-0). 1.0:1 is therefore the theoretical minimum V.S.W.R. obtainable. In practice, V.S.W.R. values as low as 1.1:1 are difficult to obtain. Note that a V.S.W.R. of 1.9:1 represents about 10% reflected power.
The only problem is that the left hand part is always a number with a decimal; I don't know if that's significant.
