You can have multiple drivers for any car. The problem is we have a "points" system. Every ticket adds points to the driver. If you reach 20 points in 12 months, your license may be suspended. The ticket is issued according to the license plate, and the points go to the owner automatically. So when someone other than the owner was driving and got the ticket, this person must fill out a form and assume the points. This form has to be signed by the driver who is taking the points and submitted to the Detran to transfer the points from the owner to the driver.

In Brazil, is the person a company car responsible for any violations by other drivers/users of car? Or is nobody else allowed to drive it? This is not the case in other countries as far as I know, and pretty crucial for translating this correctly...

...it would be something like, 'The person allocated the car is responsible for identifying the person driving the car at the time of the violation'

The document is only valid if signed by the driver with a copy of the driver's licence or ID attached. Otherwise, any company could simply and arbitrarily transfer the points of the cars to the driver as the wished. I worked in the Admin Dept. of WorkeyParsons, and we had rented cars for all engineers and managers (over 70 cars). Every month, it was a big struggle to find all drivers who had fines to have them sign the point-transfering authorizations and get a copy of their CNH or ID.

At least as far as the Polícia Rodoviária Federal is concerned, *either* the driver *or* the owner can do the reporting. The employee manual is simply stating that the driver must do the job.

"este" refers to the driver, and should be "esse" or "aquele". Since the author used "este" it seems to refer to "trânsito", which would make no sense in the period.
"Indicação" is also a very poorly chosen word, like the entire text is very poorly written, in the usua Portuguese undue language trying to sound cute but full of mistakes.
The instruction here is that the driver must fill out the Detran form and assume the points of the fine, as usual in Brazil.

This one (o trânsito) must run as the driver's indication
