Penso que se trata de um erro de digitação e o correcto seria "despachar". Está entre aspas, porque é um termo que se usa na oralidade, mas que no contexto escrito é um pouco grosseiro, é usado num sentido mais familiar e por isso foi colocado entre aspas.

Explanation:
Il semble que l’étymologie vienne du français « provençal ».
Dans le « dictionnaire du français provençal, on trouve une définition qui correspond à : « libérer » « ôter les obstacles » .
On peut proposer comme équivalent : « désentraver ».

Désentraver :enlever les entraves qui gênent les mouvements de (une personne, une bête). Désentraver les prisonniers. (Dico. Antidote)

Cela me semble bien correspondre à ce qui est dit dans la phrase que vous nous soumettez.
Si le mot est entre parenthèses dans le texte, c’est qu’il s’agit vraisemblablement d’un mot en « espagnol ».
