RGU a fost elaborat nefiind specificate lucrările care au loc în oraşele istorice. În art. 37 se prevede că „demolarea fondului construit existent pentru amplasarea construcţiilor infrastructurii sociale sau locuinţelor vor fi însoţite de calculele tehnico-economice fundamentate”, dar includerea în continuare „în baza normelor tehnice în vigoare”, reduce eficienţa acestei poziţii importante. De ce? Pentru că soluţiile care ar apărea, în conformitate cu normele tehnice în vigoare sunt potrivite doar pentru cartierele moderne şi nu pentru zonele istorice ale oraşelor. Autorizarea lucrărilor de renovare sau reparaţie capitală a fondului construit vechi şi avariat, conform art. 38, se face numai conform legislaţiei în vigoare şi în baza planurilor urbanistice zonale sau de detaliu, aprobate pentru zonele în cauză, fără a se preciza însă şi modalităţile specifice „fondului construit istoric”.
