This word does not seem to have a definitive meaning/usage. It seems that it has been used in different ways over the course of time. i.e. the basic core meaning of the word is related to freedom such as: free thought, freedom of slavery, freedom from fixed religious ideas.
Therefore, we would need to know more about what the term refers to here, and the era being discussed.
