I see - in that case maybe "doer", which often goes with "deed"? It's also fairly neutral, i.e. doesn't suggest a criminal is involved. Or perhaps "agent" in its broadest sense (one who acts), though then you'd probably need to change "deed" to "act".
Such factors are not qualifying the deed as a crime or the criminal as the subject of the crime, thus contributing to the degree of social-harm or the gravity of the perpetrated deed and to buiding the knowledge of *the person capable of such deed*, and his implicit social threat characteristics.
In law it is, admittedly, used to mean someone who has been convicted, but it does have a more general sense too (someone who offends/breaks a law); I don't know how "legalistic" your context is, though.
