Russian term or phrase: обеспечивающую двукратный запас мощности
Context - a software programme used by a bank has been transferred to a new hardware platform 'обеспечивающую двукратный запас мощности'.
I thought I could just translate it as 'double the processing power', but my client is suggesting 'double processing power in stock'. This isn't correct English but it does suggest that the processing power is somehow 'in reserve'.
I am not sure how this works. Is there really a distinction?

Kuznetsov's R>E Polytechnic Dictionary translates запас мощности as "power reserve", but this is probably for an electrical context. "Reserve powers" also sounds OK to me

In telecommunication, the power margin is the difference between available signal power and the minimum signal power needed to overcome system losses and still satisfy the minimum input requirements of the receiver for a given performance level.

System power margin reflects the excess signal level, present at the input of the receiver, that is available to compensate for (a) the effects of component aging in the transmitter, receiver, or physical transmission medium, and (b) a deterioration in propagation conditions. Synonym system power margin.

One more explanation for POWER MARGIN:
It's an excess capacity in a UPS system. For example, if a PC uses 400 watts and the UPS provides 600 watts, there are 200 watts of power margin.

The rated power/capacity should be 500 watts, but the actual one is 1000 watts. The power margin (power reserve) is 500 watts.
