Russian term or phrase: размещать инвестиции
Dear Colleagues,

I would appreciate it greatly if you could suggest the English equivalent for "размещать инвестиции". The company I work for is going to act as an intermediary between investors from abroad and projects in Russia. So when they say that they "размещают инвестиции/капитал/средства инвестора", they mean that they facilitate investment by ensuring that the investor's money will be used for a particular project. I strongly doubt that the word "place" is suitable in this context. Here is one of the sentences where "размещение инвестиций" is used:
Настоящей офертой YYY предлагает всем заинтересованным Инвесторам заключить Агентский договор по размещению на территории Российской Федерации инвестиций в виде...
Thank you in advance for any help.

Notes:
1. Although the names of many government-owned and public-sector organizations providing similar services contain the words "investment support," the standard term for such entities is "investment promotion agency" - see
http://en.wikipedia.org/wiki/Investment_promotion_agency
2. The definitions of 'invest' and 'investor' in various dictionaries clearly state that 'to invest' means "to commit one's own money or capital"; i.e., an investor is a buyer or owner of assets, not anyone who provides guidance/assistance in investment procedures and decision making

Reference: Important nuances

Reference information:
The phrase
"... act as an intermediary between investors from abroad and projects in Russia"
sounds -- and is -- ambiguous
Reason:
It's not obvious who is supposed to make the final decision to invest in any particular project under the contract/agreement in question
Another phrase -
"...facilitate investment by ensuring that..."
- suggests that the foreign investor (whose money comes to Russia) retains control over the decision-making process whlie 'facilitate' means that the role of the 'intermediary' is more "technical"
If this is true, then "размещать инвестиции" does NOT mean 'to invest'

As an example of different approach, consider private equity funds - e.g. see
http://www.proz.com/kudoz/english_to_russian/journalism/4098...
(+ references therein)
They operate on a two-step principle: (1) the "original" investments are pooled in a fund; (2) the fund's managers invest the pooled money as they see fit while the original investors have no control over their decisions
In the latter case, "размещать инвестиции" = 'to invest,' in contrast to the former, but the latter does not seem to be the case here

Correction:
whlie -> while
Sorry about the typo

Note to reference poster
Asker: In my case, the investor's money is not pooled in a fund, and the investor does have control over the decisions.
