disagree  Steve R.: Must respectfully dissent here in part. "Upkeep" is of a register that clashes with the formal tone of the source. This should be clear from the tone of the title of the linked article. "Maintenance" would serve well here, in my view.

  -> Steve, I thought about it but this article was just a quick first thing; in fact the same language is used here: Code of Federal Regulations: 1949-1984, for one, but I always listen to native speakers. Thank you.
