erring on the side of severity

Though "erring" usually means doing something wrong, in this case it doesn't. "Erring on the side of caution", for example, is a common expression in English, and it just means being more cautious than is strictly necessary.

The phrase isn't used a lot, but it appears in some significant documents on both sides of the Atlantic.
