Russian term or phrase: коллектив пульмонологического отделения МСЧ-81
medical organization, deals with treatment of bronchial asthma, bronchitis етц
Senya
See below.
Explanation:
Personnel of the Pulmonary Department, Medical Unit #81.

The correct English word for «Пульмонолигический» is “pulmonary”. See the definition of “pulmonary” from Webster’s:

pulmonary
1. of or pertaining to the lungs.
2. of the nature of a lung; lunglike.
3. affecting the lungs.
4. having lungs or lunglike organs.
5. pertaining to or affected with disease of the lungs.

«Пульмонологическое отделение» can be either “pulmonary department” or “pulmonary division”. Below are just some of the examples from the web:

“The Sleep Apnea Center is directed by the Pulmonary Department and is currently a
three bed unit housed in the South site campus with adequate space.”
http://www.siuh.edu/pulmonary/

“This web site, which was begun in 1996 as an educational resource from the
hospital's Pulmonary Division, will continue indefinitely.”
http://www.mtsinai.org/pulmonary/

«МЧС» is best translated as “Medical Unit”. It is also good for the Russian "санчасть" (MultiLex 2.0). I got a large number of web-search results for “medical unit”.

In both the medical system and military (paramilitary) units, the most common word for “staff” is “personnel”.

Thus, I would translate your string as follows:

"Personnel of the Pulmonary Department, Medical Unit #81."

I always prefer a comma, rather than an “of-connection”, between the subdivision and the name for the entire institution.

Best regards,

Artyan

The staff of the Division of Pulmonary Diseases of the Medical and Sanitary Department no. 81

Explanation:
1. коллектив directly means all employees which work in a department, a unit, or (and this seems to be more adequate here) a division. Here you might use the word staff (but recall that by the word "collective" they mean all personnel: administration, medicians, paramedical staff, nurses, and even cleaners!).

2. пульмонологическое отделение can sound both division of pulmonary diseases and pulmonary division. Simple word pulmonary does not too correct since you cannot deside correctly what does it mean. Please take into account that there is a certain difference between US and UK application of these words.

3. МСЧ-81 (медсанчасть, медико-санитарная часть)with a number is clearly related to something non-civic. Therefore the correct usage of words here is seemingly
medical and sanitary department.
Finally:

"The staff of the Division of Pulmonary Diseases of the Medical and Sanitary Department no. 81"

There is a fine Oxford Russian-English Dictionary, I used it here.
