Russian term or phrase: натянуть, и наточить
This is the same episode as the previous question, involving the various steps of repairing plowshares in 1940 Bessarabia. Tighten and sharpen?

Это не лемеха! От них только «пятки» остались: их не натягивать, а наваривать надо!

– Разумеется! И наварить, и натянуть, и наточить, и закалить...

to stretch and sharpen
Explanation:
натягивать:
A flat cutting instrument, when a small portion of metal has gone from the cutting edge (a notch has appeared), can be repaired by heating it and hammering on its flat side in such a way, that the metal would stretch in the direction of the notch and replace the metal that has gone.

наточить:
to sharpen.

Of course, it's a very low-tech. But at that time new instruments were very hard to get, and such methods of repair were practiced.
