That's why Italy has the lowest birthrate in the world (Italians make sure they are able to take a good care of a child before making him); and Somalia – one of the highest. So, to say, in this context, that one is ahead of someone else, is almost like saying that one is ahead of someone else in terms of the incidence of tuberculosis or malnutrition. So, I would phrase the translation rather cautiously.

Есть вещи, в которых украинцы уверенно опережают американцев. Например, возраст ступления в брак и обзаведения детьми. Допустим, студентка колледжа готовится стать матерью. Если в Америке это катастрофа, то в Украине – просто небольшой сюрприз. Найти в этом повод для хвастовства проблематично, но мы попытаемся.
