No, the two uses are entirely unrelated (except in their linguistuc roots).
I quite agree with suggested interpretations so far, just would like to comment on your last question.
The first use - bait, is indeed derived from "закинуть", in this case - удочку, приманку etc.
The second use - consume, take/intake is also derived from "закинуть" but this time as a combination of two meanings: "закинуть в себя" (consume in any form but especially eat or swallow) -and- "чтоб закинуло" (catch a high, get high).
That's why the words are similar - common language roots. The meanings however are quite separate.
