[military and law enforcement] martial arts

Explanation:
Much of law enforcement and police training includes training in martial arts, particularly for instances in which an officer must detain or otherwise subdue a person without the use of lethal force. Martial arts have long been part of law enforcement and military training around the world, as well as in the U.S. Many of the “take down” tactics used by police officers are derived from martial arts from Brazil, Japan, Korea or China and are featured as a common part of any law enforcement training program.

disagree  Anton Konashenok: Sorry, but martial arts form only a minor part of these sports, and they aren't just for military/law enforcement, but also for firefighters, etc. See e.g. http://www.gfs.ru/pravovaya-osnova/postanovleniya-pravitelst...

in-service sports

Explanation:
С учетом этого я бы предложил такой вариант: agency in-service sports, а далее уж продолжить, что они developed/fostered/promoted under the administration of a single federal executive body и multiple bodies соответственно.
В словарной статье на in-service написано: (of training) intended for those actively engaged in the profession or activity concerned. Collins Cobuild: If people working in a particular profession are given in-service training, they attend special courses to improve their skills or to learn about new developments in their field.

> Scope 3.5 > k. on-duty sports and recreation).

(And, some JOB-SPECIFIC SPORTS like Police Service Dogs and Firefighter Muster (photo)): http://www.google.ru/url?sa=t&rct=j&q=&esrc=s&source=web&cd=...
