Он закрыт для посторонних участников или закрыт для ставок вообще? Здесь уже не наше мнение имеет значение, а традиция употребления...

Привожу пример, где \"закрывается закрытый тендер\", чтобы оба значения были в одном месте...

Все-таки прихожу к выводу, что \"closed\" - лучше, чем \"private\". Даже там, где эти термины приводятся вместе, private всегда приводится вторым, после closed, чтобы было понятно, о чем идет речь... Если употребляется только одно слово - это скорее всего \"closed\", а не private. Также \"private\" заключается в кавычки, тогда как \"closed\" - нет.
