agree  The Misha: This saves us from the ambiguity of saying "sewer" with its other, more smelly meaning.

seamstress (outerwear)

Explanation:
In AE, the person with these skills is a seamstress, if female. The particular type of clothing she sewed is not part of the profession description, though it characterizes the particular job she had. I think putting it in parentheses works better than in front of "seamstress" or coupled with a preposition.

And if you want a non-gender-specific description of this profession, it would be:

sewing machine operator (outerwear)

Example of "seamstress" meaning "sewing machine operator", from the famous Triangle Shirtwaist fire:

"The bodies of seamstresses, who jumped from the factory floors of the Triangle Shirtwaist Company to avoid being burned alive, lie outside the building."

neutral  Velociraptor: I think "seamstress" is someone who can makes clothes from scratch including their design etc. A person who operates an electric sewing machine may not even be capable of making clothes themselves, they are given cut out parts to put together.

-> A "seamstress" is a female who sews, whether by hand or machine, at home or on an assembly line, whole items or just some parts. Maybe AE/BE diff? Like with "machinist", which in AE is rarely a machine operator, normally someone who makes/fixes machines.
