Russian term or phrase: бюджет эксплуатационного времени
In 2000 the fleet spent 20% of its бюджет эксплуатационного времени working on time charters for foreign charterers.

What does бюджет mean here? Available operating time, or scheduled operating time? (I guess in practice they are the same thing.)

Thanks!
