I know this came up in David's recent question. But I am not entirely sure still. Here's my chunk of context:

This is correct as per Incoterms.
FCA terms are when the Seller has completed all export formalities and delivered the goods to the carrier (forwarding agent).
"FCA Saratov" means the cargo is sealed and documented for export in Saratov ready to be shipped wherever.
