Although "punitive squads" are also used, the term death squad is used by far more often.

punitive squads is used in Russian sites, perhaps because this translation is given in most Russian-English dictionaries.

Punitive can be used with 'actions' and other words for stylistic purposes.

Explanation:
Your explanation is the exact definition of the Russian word. The word "karateli" is plural form of "karatel' " (каратель) which literally means "punisher" (from the verb "karat' " (карать) - "to punish".

It seems that the Nazis had the same tactics in all the countries where there were Resistance movements.

In Russian the use of the word is limited now just to this meaning.
