Russian term or phrase: неэмиссионные ценные бумаги
Dear colleagues,
Any good ideas for translation of "неэмиссионные ценные бумаги" (neemissionnye tzennye bumagi) into English? The context refers to enumeration of the securities accounted for tax purposes in the Russian Federation including (i) shares in other joint stock companies, (ii) bonds, (iii) non-interest government bonds, (iii) bills/notes and other "неэмиссионные ценные бумаги".

nonnegotiable securities or securities (that are) not subject to issue
Explanation:
Nonnegotiable securities are those that are not in circulation, i.e. that are not subject to issue, or emission (emission means issue of securities/money into circulation). As offered by my EN-RU Dic. of Economics and Finance, such 'nonnegotiable' securities are not subject to negotiation or handing over. Literally, 'neperedavayemye' or neobrashchayuschchiyesya'. The second version can be used to better suit your style, if required.

non-issued papers

Explanation:
Since "emissionnye cennye bumagi" are issued papers, their "neemissionnye" counterparts should be "non-issued"

negotiable instruments or just "other securities"

Explanation:

I think it means some other securities negotiable but not in circulation like money or foreign exchange. Negotiable instruments or securities will intristically bear the meaning

Non-emission securities

Explanation:
The author of your context, dear Asker, under the term non-emission securities, implied such non-documentary securities as promissory notes, depository and savings certificates, mortgages, warrants, and similar documents.
This term is used in securities market operations of the Russian Federation.
