a. an excess of government revenues over expenditures during a certain financial year.
b. an excess of receipts over payments on the balance of payments".
As for банкомат two variants are possible: cash dispenser or automatic teller machine (or automatic teller):
"cash dispenser n. - a computerized device outside a bank that supplies cash or account information when the user inserts his cash card and keys in his identification number.
