office/administrative, (less->) office and administrative.
Explanation:
You might use:
1) system for office/administrative information publishing
2) office/administrative information publishing system

The term "office and administrative" looks rather integral; while the idea of the Russian term is
1. if you have office, it is for you
2. if you have no office but is an administrator (manager), it is also for you:)

If you know Russian, you will understand that the term you go to translate is NOVOYAZ:) .

16 mins
publication of office and administrative information

Explanation:
The Russian phrase uses anglicisms, and I believe this is where they got them from.

the system of publishing policies and procedures/administrative letters

Explanation:
The information on how the staff should perform is set out in "the Policies and Procedures Manual" of this or that office while updates and additions to it are made through "Administrative Letters".

I am not sure which fits the context better in your case, but I hope my hint helps you.

office policies

Explanation:
distribution of office policies
publication of office policies

1. I would use the less wordy "office policies", because it fully conveys the idea of the Russian "offisno-administrativniy".

2. I am not exactly sure about your context, but if is dealing with informing everyone in the office on the new and existing policies, then one way would be to consider using the word "distribution". It is very common in almost any office to hear or read "distribution of office policies", or the like. If this information is meant for use both inside and outside the office, I would use "publication", cso the your sentence will become "publication of office policies". The word "system" will then sound redundant.

Best regards,

Artyan
