I have to translate a privatisation report. Could anyone help in differentiating those?
Report's title: Analiz privatisatsii po konkursam i tenderam v 2000 godu.

"Konkurs" (="bidding") is an open procedure, where the competing parties are in the same room, at the same web site, etc., and can make any changes to their original offer, depending on how the situation develops. "Bidding" (konkurs) is more close to what we call "auktsion", than "tendering" (=Rus. "tender"). In "tendering", the proposals of the participants are collected, and a specially designated commission (in your case, the governmental privatization commission) takes decision in the absence of the participants.

Very often, "bidding" and "tendering" are used in the English language together, in order to include both methods of selecting the winner.

I would translate the title of your report as follows:

"Analysis of Privatization by Bidding and Tendering Procedures in the Year 2000."

Explanation:
From my 9-year experience with major US law firms and producers I know that most preferable translation is "competition", as the word describing the general principle, and "bidding" as a specific procedure most likely to be applied.
