Here "выйти из тени" means to appear from "tax shadow" and start to show real income (since THIS YEAR income-tax (of ordinary people who get ordinary salary) is as low as only 13% and even does not depend on the volume of income (shown). Som you might also use words: to come in sight from "shadows".

I think "leave the shadow economy" is accurate, maybe better -- but if this were a newspaper article describing what the government would like to see, then you might say "companies are being encouraged to come clean with the tax authorities and declare their actual taxable income."

It comes from the title of a novel by John le Carre, "The Spy Who Came In from the Cold", and is now commonly used in this sort of context.
