The above-mentioned word затраты на рубль (which has to be translated as costs per unit) cannot be separated from the words произведенной продукции (production or goods produced).

Indeed, the more appropriate translation in that case would look (as I did read this in many reports related to Russian economy) as follows:

With respect to the last year values, the costs per ruble of produced goods decreased by 5.9 per cent.

Compared to previous year indicators, the cost per unit of goods produced lowered by 5.9%.

The last translation does not contain the word "ruble" since it is not necessary in that case;)

Explanation:
"EXPENDITURE" is the most literal word, i.e. "total expenses, total outgoings, outlay, etc." are also appropriate. It is a concept borrowed from the american dollar, see the phrase "it costs 80 cents to make one dollar". In this jargon, one could translate your phrase as "the expenditure per ruble" in the final balance sheet and statistics.
"EXPENDITURE" therefore is not only "production costs" but total "expenses" including Capital expenditure (machinery, installations), salaries, utilities - electricity, water - distribution, publicty etc. etc.
