Only Ilya -- who has the the entire original in front of him -- can decide. If it's about the process of innovation, then "innovation concept" would be correct. If it's about a particular concept, the "innovative concept" would apply.
I believe the original text is ambiguous here allowing both suggested interpretations - innovative and innovation concept. But they are not interchangeable!
- One means the concept itself is innovative. So far so good.
- But the other means (may mean) that this is a concept to innovate the law processing or handling. And then it becomes "innovation concept".
Which one it is, I can't tell from the context available.
