Ziggi, more context is needed (as always :-). Ideally a paragraph containing the term/phrase in question is enough.

I went for "contributions" because in my mind this is the most probable case - enterprise pays wages to staff, calculates payroll taxes and so-called UST - Uniform Social Tax or ЕСН, единый социальный налог in Russian, that is paid out to the "non-budgetary" funds (basically, social security fund & state pension fund rolled into one).

This sounds like a "contribution" to me.

If it is a rare case when an enterprise may use part of its UST contribution for some purpose (e.g. it pays for employees' health care and deducts actual expenses up to a certain ceiling from the UST amount payable) - then "отчисления" become ... "tax deductions" or "tax credits". Go figure! ;-)

That's why context is important...
