When in doubt, I would always try and look and see if there is an existing translation already in existence.

In this case, you can find the original Russian and English in the reference links below.

My Answer is very similar to James Duncan's, except it uses on instead of for. As you can see on the English version of their site they consistently use "Public Committee on Awarding" and the formal name of the committee is "Public Committee on Awarding at Leontief Centre".

A minor difference to be sure, but when in doubt I prefer to maintain consistency between the ongoing translation and what has already been translated and approved.

P.S. You may also note that they aren't consistent between the usage of "medal" and "award". I would tend to lean toward medal since that is the more specific translation of the word.

P.S.S. It looks like James's answer had the "on" in the explanation just not in the target term.
