Russian term or phrase: в кассу

I'm translating a mobile phone contract, and this sentence (among others!) is giving me grief:

"Моментом исполнения денежного обязательства Абонента считается момент поступления соответствующих денежных средств на расчетный счет или в кассу Оператора."

Now, I know from the Kudoz archives, Multitran, my dictionary and personal experience that "касса" means "cash desk", but I just can't understand what this means in practice. Does this mean subscribers can pay cash? Or does it mean payment is received by the accounts department? Or something else?

Thank you for your help!

Asker: Goodness, that's interesting! I haven't lived in Russia for a while, and there are quite a few "culturally specific" details like this in the text. Thank you!
