Russian term or phrase: приказ за № 123/приказ № 123
The court judgement sometimes refers to one and sometimes to the other. I can't see the logic of this. Does "за" here mean "with", so that this would become literally "order with number 123"? e.g.

следовательно предметом иска является приказ № 123 от 01.02.03, а не приказ № 456 от 04.05.06
