Russian term or phrase: иметь в постоянном или временном пользовании и на иных законных основаниях
Context - statute on an NGO operating in a CIS country.
Is says that the NGO has the right to take ownership of property, *иметь в постоянном или временном пользовании и на иных законных основаниях* buildings, installations, immoveable property etc etc.

I am confused by the reference to 'other legal grounds', as it then sounds as though the постоянное или временное пользование are also 'legal grounds'. I thought they just meant 'permanent or temporary use'.
Is this just badly written or am I missing something?
