Russian term or phrase: быть зарегистрированным в квартире
Можно ли просто сказать - be registered at the apartment/flat или более грамотно будет звучать - be registered at the apartment/flat address?

Контекст - Настоящим Залогодатель уведомляет Залогодержателя о том, что на дату подписания настоящего Договора в заложенной квартире проживают зарегистрированы и проживают следующие лица...

I prefer "legally registered at the apartment," but I have seen "legally registered at the address of the apartment."

I added "legally" because in most English-speaking countries that I know of, registration of one's address is not required, so "registered" alone could cause confusion, if the reader is not familiar with countries in which registration is a legal requirement. (An exception to the above is "registered sex offenders," whose presence is thus made known to the community.)
