I am dealing with the following lovely term:

Федеральная служба по надзору в сфере защиты прав потребителей и благополучия человека

Now I have seen earlier proz / multitran suggestions and the actual translation at the authority's website and I am not entirely happy which what I've found :)

I would appreciate any opinions on the matter but would be grateful if the following do not get mentioned:
"Federal Service on Surveillance in the Sphere of Consumer Rights Protection and Human Welfare"
"Federal Service for Consumers' Rights Protection and Human Welfare"

I am currently leaning towards:

The Federal Supervision Agency/Board/Authority for Consumer Protection and Human Welfare
(kind of missing the "в сфере" bit but nevermind)

or do I call it "Service"?

If you're not going for a literal or "official" translation, you might even cut out the надзор, which I think would be implied, e.g.

Federal Service for Consumer Protection and Human Welfare

Looks like somebody has used "Federal Oversight Service..." before (http://www.nap.edu/openbook.php?record_id=12490&page=70).

Alternatively, you could use
Federal Inspectorate of Consumer Protection and Human Resources

That would explicitly incorporate the idea of oversight.

Asker: well it's a certificate issued by the mentioned authority hence I think it has to sound very buraucratic :) I'd prefer to opt for a shorter version but nore quite sure whether to be brave enough to do it :)

Asker: there's also "inspection" and "monitoring" that come to mind ...

Asker: Human resources definitely doesn't work as it's not about HR but rather health and safety of food, technologies, other consumer products, etc. But Inspectorate may be a good idea. thank you

neutral  Vladimir Dubisskiy: i do not like "human welfare" (well-being" could be better -"welfare" sounds like some "unemployment benefit") and nadzor should be "oversight"
