A little more context would help determine what's appropriate here. As you can see from this sort -
https://www.google.com/#q="in order to establish that * had ...
... English legalese constantly talks about establishing whether or not someone had knowledge (as opposed to merely a suspicion, in your case) of such and such.

But it might turn out to be possible to translate it with a passive: "In order to qualify as knowledge, ... it must be ..."

neutral  Olga Cartlidge: Hi, Rachel, I think the reason is that the speaker is not a professional and does not really know what he is talking about. When a matter is brought before a court under the English legal system, the word "allegation(s)" is used until any guilt is proved.
